Hi,
After completing Diploma in mechanical engineering you may join lateral B.Tech course in the Aeronautical Engineering.
To be eligible, you need to score minimum aggregate of 60% marks in the diploma course. You need to sit for Lateral Entry Entrance Test or LEET which is conducted at state level. Some colleges and Universities too conduct their own lateral entry tests.
Some of the colleges offering lateral B.Tech course are :
-MERI College of Engineering and Technology
-Janeta Subash Institute of Technology
-Guru Tegh Bahadur Institute of Technology

With no single thought, you should opt for Thapar University. It is better than Manipal in every manner. First of all, you need not do B.Tech and M.Tech to join Indian Army as technical officers. You have following options to join Indian Army as a commissioned officer:
(a) Join army through NDA and chose technical corp after completion of training at NDA & IMA. Army educates selected candidates to become mechanical and telecommunication engineer. Selection is based on NDA exam conducted by UPSC after B.Tech/M.Tech.
