As you are talking about the top 10, I am assuming that you are talking about the top 10 chemical engineering colleges. And for the marks you've scored, there is a bleak possibility for you to get chemical at LIT, Nagpur. Well I guess that should be your 1st preference. Secondly, there are a lot of colleges offering chemical as well as food engineering.

Admission in Rajalakshmi Engineering College (REC Thandalam) is through Tamil Nadu Engineering Admissions (TNEA) counseling guidelines based on marks obtained in class 12th final examination.
Yes, it is possible, you need to appear in counselling for the same.

MIT, Manipal is one of the few colleges that provide an education in Mechatronics Engineering. The department was branched in Mechanical Engineering earlier, and was separated out 3 years ago. As a student here, I would say this was my best choice (considering I was planning to take up mechatronics at VIT) Why? I would like to briefly explain few points:
