Are you comparing universities of Oxford and Glasgow? If yes then it makes little sense since Oxford is amongst the top 10 universities in the world. University of Glasgow is a well-ranked university as well and a top one in UK but when it comes to world ranking it is Oxford or even Cambridge.

You did not mention what you want to study but generally you must be very good in your academics to study in Oxford. To take your IELTS, check with British Council or IDP. Their offices are in India, you may check online.

To apply for Stanford, you must have decent grades. You can take SAT and must have excellent extra-curricular. For Oxford, you must have good academic grades, but SAT is not required. You must take IELTS or TOEFL. Since, the application process is online you have to check their websites.

Both the universities are among world's best universities. For engineering MIT is unbeatable but getting admissions is not easy and unless you have an outstanding profile admissions and also financial aid is difficult.
