Nice to know your aim. But these have to be grounded in reality. M.Sc in physics is possible only if you have B.Sc in it. Similarly, for doing Ph.D in aeronautical engineering, you need to do graduation then PG and then only registration could be done for PhD.

Industrial relations is growing concern under HRM. You should try to find something in industrial relation area. You can shift to HRD, where you can work on HR development, initiatives, strategies, etc.

It will depend on your profile, budget and the country. it is a good practice to complete your B.Sc here with very good grades and then enroll into a MS program abroad. Many universities requires or allow students to complete their Ph.D after MS. The final decision will be yours. If you have can maintain your academics and finance you can go anytime you want. Also, check that the university you apply to is a reputed one. Check with the university about student visa extensions and career assistance they would be providing. Speak with your family and well-versed professors too.
