Hi,
You can apply for graduation in B.Com but I would advise you to pursue engineering B.Tech or BE in B.Tech as your background is engineering only.

Yes, you can. B.Tech/BE through lateral entry (direct second-year admission) will be the best option for you, you have to appear for LEET examination to get a good college.

BCA is far better than the Polytechnic degree, because after completing Polytechnic, you will just get a Diploma degree, but BCA is a Bachelor's degree and after completing it, you will eligible to fill any government forms of graduation level.
