Hi,
Yes, you can but depends on the university. You cannot do two full-time courses together. So, one has to be in full-time and other in distance mode or both via distance mode. It is also not easy to concentrate on both. It is better you concentrate and excel in just one.

Government polytechnic is offering Diploma in sound Engineering, which you can do after class 10th for 3 years . After 3 years, you will get Direct second year Admission in Sound Engineering (Degree). For degree, passing in class 12th is compulsory in any Engineering field and for Diploma passing in class 10th is compulsory in all Engineering fields.

No, date of registration is not over. So, you can apply for Polytechnic in Delhi. But, you should apply soon, because the closing date will be out soon. Now, you can apply for Polytechnic.
