Hello Deepak,
For getting admission in Diploma, CGPA doesn't matter more the thing which makes matter is your results in the entrance exam conducted by central and state board then you get admission if you scored better. If not then you can go for Polytechnic in a private college.

You can search for Job and enroll in AMIE. AMIE is a B.tech level examination conducted by the Institution of Engineers (India).AMIE is recognized as equal to B.Tech in both Government and private sectors.This is approved for higher education (M.Tech, MBA etc). AMIE consist of two sections :- section A and section B. For polytechnic students section A consists of 4 subjects and section B consists of 9+lab. I hope that will help you. Polytechnic are institutes in India to provide entry level education below graduation degree in the field of engineering, technology, Applied Science, natural sciences and other fields. For example Polytechnics in India offer 3 years Diploma in Engineering branches after 10th class. It is a skill based educational qualification which has more practical training. Diploma holders of Engineering are able to get jobs in supervisory level jobs in manufacturing and services industry.

Why do you want to go for Diploma and Degree both . that too at the same time.
The Polytechnic is a Full time Three Year Course where you have arround 10-12 subjects,
Practicals,Submissions and so on . and its a 12- 15Hrs Affair on daily basis and the same is with the Degree course. Do you think you can handel it ?
After completion of the Diploma Course you are eligible to get into 2nd Yrs of BE / Degree course. and I thik this can only serve your desire to complete both.
