Yes, facility of lateral entry in 2nd year of engineering is given to diploma holders but please have a look at the matrix telling to which branch you can apply based on your branch in diploma.

You can do from anywhere but it will be good if you do from your own state university. Now, you can directly get admission in 2nd year after doing ITI. For that, you will have to appear in entrance exam conducted bye each state university.

Yes you can follow this process. Your Diploma and class 12th mark sheet are valid for further education and job too.
