Learning a skill does not require a compulsory background. The most interesting thing about learning how to code and software development is that anybody can do it despite their subjects. If you are willing to learn and determined then it will be easier to learn C+ and Software development.
You should start with a basic programming language i.e. C or Java before learning C+. It would help you get a basic idea of a programming language and build logics. Switching to another language would be quite easy if you have learnt a programming language. There would be just the difference of syntax and use of certain methods.

Learning programming language is not only restricted to science students. Anybody can learn it. You can master it if you can get the hang of it. There will be dozens of private coaching classes which teach programming. Please search for the same in your city, join & start your education.

CSE is all about programming but if you are poor in programming go for civil and you can concentrate on ethical hacking and stuff.
