In my opinion, you should go for M.Tech with GATE you will get a stipend. Otherwise, you may join job and try MBA as part time or distance mode, it is much better than MA.

Yes, it will be helpful for KPSC and UPSC and you can also opt public administration as an optional paper for UPSC because it's very scoring subject.
