I don't think so that their is any age limit for Ph.D. You can do PhD at any age.

If you are a Science Student, then your first priority should be to go for B.Tech in CSE/IT. If you can get admission into B.Tech, then you should definitely pursue B.Tech without giving it a second thought. And, if you aren't eligible for B.Tech, then BCA is also a good course to pursue and enter into IT Industry. For admission into BCA you need to score at least 45% in your +2, if you can score and meet this criteria then you can get admission very easily. The scope of any course depends upon the caliber of the candidate.

Hi,
Biomedical Engineering: Eligibility.
Candidate must have passed the 10+2 or equivalent examination from a recognised state or central board with at least 50% (40% to 45% for reserved category candidates) of the marks with physics, chemistry, and mathematics/biology as the major subjects of study. In some colleges they required Maths for admission. Thanks!

Yes, you are eligible. Just have a look which university offers this course. Some universities may conduct their own entrance exams.
