I would have suggested UK, but nowadays UK 1 year degrees are not recognized in India, plus there is no work permit for Indians in UK, so I think you should go for Singapore.

Hi, fees are different with different programs. The tuition fees are quite affordable compared to the west. It can range from S$17000 to S$48000 depending on the programs and inclusion of GST etc. Please check their websites for clarity.

Generally, for Indians, they don't require IELTS or TOEFL but its better, you confirm with the university directly.
