If you are having an income certificate then it is possible that your fee will be below 1 lakh.

It depends on your choice fill-up. You cannot get a good IIT with branches at this rank. You may get a good NIT with good branches except CSE. Mock seat allotment is just for the 1st round. Therefore, it's not an issue. You can wait for the further seat allotment.
