JEE Main rank predictor is an online tool which predicts the candidates rank range and probable colleges based on the difficulty level of the examination, average marks scored in JEE Main and seats available in IITs, NITs, GFTIs, and other SFTIs. The rank predicted might not be accurate but it certainly does give an idea to the aspirant. As far as I know, there are no free seats given for students through KCET. You may contact the colleges for the same.

Sorry to say, but unfortunately you wont be able to get CSE in IIEST with this percentile if you are a general candidate. Even quota students may need to wait for further rounds.
