Computer engineering is more related to computer hardware. After pursuing this, you can get into IT/Infrastructure and operations team of any IT-company. On the other hand, software engineering is much related to programming and analytical skills in developing the computer applications.

It varies with the college and depends in which college you are getting admission. In India, if you are getting IITs or NITs or any other reputed college, then India is good otherwise go for Canada.

There are multiple job opportunities available in the field of software engineering (IT). As per NASSCOM, Indian IT Industry revenues grew by 13% in FY2015 and it added 2,30,000 employees in FY15. NASSCOM has forecasted that IT industry exports will grow by 12-14% and domestic market by 15-17% in FY2016 (Actual data is yet to be released). India's IT-BPM industry is projected to grow ~8% in FY2017 to USD 154 billion.
