Of course you can attempt MS abroad. But you have not mentioned anything about your choice of country, your academics, etc. I would advise you to go to a specialist agency dealing with sending students abroad.

The best place is IIT, Mumbai. But if you are interested in going abroad, then you must head to USA for your MS.

It's very nice to know your dream of going to Germany for studying engineering after diploma. But I am afraid that eligibility for admission would be 12th and not diploma. I also would like to advise you to approach specialised agency dealing with sending students to Germany.

There would be more than 100 institutes which may fit the bill. But it would be outside the scope here. Admissions depend to a large extent on your record of academics. Hence I would advise you to approach specialised agency dealing with sending students to Germany or US for guidance.

Seeking admission in top most institutes is of course a good dream. But merely having dreams does not help. One needs to study hard. Also opinions will vary as to which is topmost institute?Best would be to approach specialised agency dealing with sending students to Germany with details of your academics. This will enable them to rationally predict your chances of admission in different institutes in Germany.
