You will get CSE/IT branch in category 6th and civil branch in category 1 in Vellore. Let me explain you the admission system here. Rank in VIT to get admission should be 90,000, so you can get admission in VIT from the 6th category as well. There are various categories as well. With each category admission, fees go high. First category closed till 15,000 rank, and you can get CSE till 9000 rank and IT till 11000 rank, but there are 2nd category as well, if you want CSE, but you have to pay more for that. The fees may depend upon college. The average college fees will be below INR 5 lacs (4years) and above that private colleges fees can vary from INR 5 to INR 20 lacs also.

Yes, you may get chances are moderate because recent Bhopal and Amravati branches also opened. So, I can't tell it for sure.
