Research is indeed the best hallmark of a good place to learn Mass Media/Communication. Even for other subject's, the quality indeed gets manifested if the university offers quality research. Let me tell you one thing observed during education related counselling, Ph.D. from Government Universities or Central Universities still remain a quality thing because you get guides who are quite qualified on the academic part. I am not sure what qualification you have currently, but let me clear this thing very frankly that Advertising is in D.Ed is a growing career and there are huge number of jobs, once you get skilled in Advertising domain with Creativity and skills. There are various domains of Advertising, not just production or designing. However, there is visible but limited scope of Advertising in government sector. The Public Relations or Promotion department are not big ones that they can take many people. There are less posts. If you have done some course and feel that you can do, then please do explore this area.

A Bachelor's degree in public relations, communications or journalism is preferred for careers in public relations. There are many short and long term courses. A PRO must be up-to-date with information to be imparted to the public, be it government medium or private medium. You can pursue any Public relations course from any media institute. But to become a PRO, you need a good working experience.

If you have to do jobs in government related to advertisement, then my advice to you is that just do Diploma from Indian Institute of Mass communication in the subject of advertisement. Then, after that you can easily do advertisement for government.

The utmost function of public relations is to make its clients image in the society. A public relations company has good media relations which becomes very helpful for their clients when there arises any crisis in the firm. The PRs share the insights of the problem with the media journalist's which makes a journalist aware of the happening.
