Hi Mehma,
Your budget is very low, I don't think you will get any options in this budget. See if you can manage education loan. PR will depend on your job skill. You must firstly complete your studies, which has to be of two academic years to be eligible for work permit in Australia. You will have to secure a job and eventually PR which is not an immediate thing.

No specified text books. Only you need to keep update yourself with the current affairs and general knowledge. READ NEWSPAPER DAILY. Try some magazines like Frontline, India today, Outlook and get regular with them as they have the complete detailed, analyzed reports by the experts. Usually newspaper doesn't have that much time to do a brief research on a topic and print it by the next day.
