You can look for is MS in automobile engineering from foreign university and get some work experience from there. Most of the R&D and manufacturing is done in foreign countries.

Why not pursue something in transportation engineering first? I guess it is a common set both to civil and automobile engineering, and then go deeper into automobile. From civil engineering point of view, you are moving from road to vehicle.
