If it is Delhi University, so it totally depends on the cutoff of the 2018 because last year, the cutoff closed with 91-87% I think so. Also it became difficult for general category candidates because the cutoff for them usually closes very earlier. So you may try your luck in 2018 cutoff. If not so you can do hons in English from DU SOL.

There is no eligiblity criteria as such. Its just that you should have scored well in English and overall you should score good percentage as if you opt Delhi University. It's best for B.A. Hons english with effective study. Good faculty with less fees however fee may be varies from college to college. In DU, fees for English Hons can range from 10k per annum to 15k per annum.
In Mumbai, colleges like St. Xavier's cost 6k per annum.
Looking down to private and semi private college like amity then the fees can be as high as 50k per semester.
