Your marks in Diploma & B.Tech is good and above minimum requirement i.e. 60 %. Make sure you are eligible in other criteria also like age, martial status, etc.

In government colleges like IIT, NIT, IIIT & GFTI, SC/ST students get a waiver in the fee. I am sure of it as in my college, senior gets to benefit in IIIT. For more information, you can check on the official website.
