Hi, lateral entry is for Diploma students not for B.Tech 1st-year students. You can change college but under same university.

Any degree from recognized university can apply for UPSE. You have to work hard as IAS is a public service, you have to analyses the humanity subject well. IAS exam is the top competing exam, you have to study everything. If you are excellent in engineering subject, you can choose that as your optional. You can also choose other subjects like:
1. Public administration.
2. History.
3. Geography.
4. Political Science.
5. Economics.
6. Mathematics.
7. Sociology.
8. Philosophy, etc.
