You have to check for the eligibility first if you are applicable for the said course and then you have to appear in the entrance test namely Karnataka Common Entrance Test (KCET), conducted by Karnataka Examinations Authority (KEA).

As we already know a degree from IIT itself a far more prestigious than other colleges meant for all the branches. As IIT Ropar is ahead of IIT Mandi, Ropar receives more funding from the central government has a large number of tie-ups and collaborations with foreign universities and organizations internships, and studies all things are better in IIT Ropar. So I must suggest you could choose Ropar as a priority.

ECM has a good scope in the future. ECM (Electronics and computer engineering) is a good branch. You will be having a good chance with many companies visiting that college. ECE people only know how to make communication systems and CSE people know how to make programs. ECE placements and ECE engineer recruitment will peak in upcoming years.
