IIMs usually place a lot of value to your past academic performance. But they tend to normalize the score before assigning the score to them. Hence, if 60% marks in that board is above average then you should not worry too much about that. Even without that, if you do really well in CAT so that your CAT score compensates for everything else, you stand a good chance. Also certain IIMs place very little value to 10th and 12th marks. For example, IIMC and IIML. Hence do not worry about the past and focus on future and do well in CAT.

Yes you can appear for CAT. The minimum cutoff specified by CAT organizing committee is that you should hold at least 50% marks in all the examinations. However post your CAT examination, different colleges provide different weights to different components (Eg. 10th marks, 12th marks and graduation marks). Given that you have less than 60% in class 12th examination, you will get really low point for this. Hence it is very important that you score really really well in CAT to offset the disadvantage you have because of 12th percentage.

It will not be any significant impact if you have good academics and you are able to provide good reason that why you took 3 years of gap. Also if you are good or better than the majority of people at campus hiring, be sure no one is going to look at gap. All you need to do is prepare for placement and understand what the hiring company is looking for. Prove them you are right candidate by showing them your expertise.
That's it.
