You can heck the private or correspondence study online or else go for class 10th again after getting admission in some school or institute.

Paper is of course easier than CBSE. I don't know whether you can cheat or not, depends on examiner. I don't think it is stricter than CBSE.

Yes, you definitely can get admission in this college in 2nd or 3rd cut-off.

The students must have completed their 12th level of education or attained equivalent qualification from a recognised educational school board.
The students must attain a minimum aggregate score of 50% at the 10+2 level, with English as one of the main subjects (5% relaxation for SC/ST candidates).

Yes, the possibility is very high. Don't worry and just wait for the notifications and counselling round in which your first choice should be IP Delhi College and wait till second and third counselling round if you don't get it in first round.
