4. ONGC.
5. Government operated refineries.
6. Oil and food boards.
7. Agriculture boards.
8. Water boards.
9. Municipal corporations, etc. are known to hire chemical engineers.

All the branches are good, but if you compare civil and chemical then I guess civil is better. But, you should not forget that you should choose the branch according to your interest and capability rather than this comparison.
