The cutoff rank for Civil engineering in JNTU, Kakinada is 3.5k. But your rank is around 7k which is very high. So you probably can't get in JNTUK. There are many other colleges where you can get admissions

To be able to get admission in KTI - Candidate must have passed 10+2 from a recognized board.
If you have not completed your XIIth - it will be difficult to get through.
