Hello Arpit,
I can appreciate your enthusiasm and sincerity in looking for architectural field after your BE in civil engineering, but I am afraid admissions to M Arch are only on the basis of Bachelor of architecture and even while doing Bachelor of architecture one needs to pass in exam called NATA, which I am sure you would not have attempted because you were doing only BE. This being the case I am really unable to help you in giving the link for any institute which will accept your candidature for M Arch after doing BE civil. Off course, it is good for everyone. After all, in a developing nation infrastructure is an important factor and for civil engineers and very much needed, and it is a mind game of construction and has a good scope in India, so it is good for you.

You cannot get a PR while still on study permit. You must graduate, get a job and stay there for some years. Check CIC website for PR details.
