No, you will not face any problem during the admission process due to your working experience in civil engineering. Most of the institutes gives great weightage to CAT What, Academic profile and PI components and which is about more than 75%. Hence in my opinion your working experience will not create any negative barriers in your selection.

Yes, you are eligible. M.Plan is also known as Master of Planning in the professional and disciplined world. The course duration is of 2 years including the Examination period and practical exams. The course will allow an individual to know more about planning a civilized ecosystem for a sustainable living system of Animals and Humans.
Eligibility criteria: Candidates must have passed B. Arch / B. Plan. OR B. E / B. Tech in Civil Engineering with a minimum 55% aggregate.
Or,
M.Sc / MA in (Geography/ Economics / Sociology) with a minimum 55% aggregate.

It depends on the university, if you are enrolling for an international programme, you may not require to take a German language test. Normally, TestDaF level 4 or GDS up to C2 level. Recommended levels are also mentioned on university websites. You should also check DAAD India.
