In IT, it is well known that government jobs are less, and also paid less, but in private companies which are leading in the market can offer you overwhelming packages.
In civil engineering, private companies offer less paid jobs, but large growth rate while government job will have to cross some barricades, like GATE or ESE for getting a much satisfactory pay and perks.
But lastly, when you become a professional, the thing matters is your work satisfaction and working hours. In that case, IT field has a bad review. If you don't get a campus placement, it is tough to get a job.

Invariably all states have a policy of allowing students from only their state to avail lateral entry scheme for admission to 2nd year of engineering. Hence you will have to take part in the process of your state. Admissions are based invariably on marks obtained in diploma.

Yes, you can pursue Graduation in engineering after completion of diploma. But if you want admission in any other branches then you have to seek that Institute which accepts diploma as equivalent to 12th. Then you can seek admission in first year of engineering in branch of your choice.

Why you want to waste four years minimum in doing B.Tech? I would advise you to obtain additional qualifications like some certificate courses or MBA or PG diploma that would give you a leg up in your present job. You of course have an option to do AMIE that is equivalent to B.Tech.

Colleges in TN admit students based on marks obtained in 12th exam. This Institute also falls in TN. In addition I am giving you a link to this college. For any doubts, you can give them a call.

If you are really interested in gaining knowledge, then nothing beats IIT Roorkee for expertise in civil engineering. Of course but if you want to go abroad, US would be the best.

Diploma as the name suggests is diploma and not a degree. Hence where ever minimum qualifications asked for is degree, you can not apply. But govt employees diploma holders too in many states as junior engineer.
