Hello Swamy,
The best place to PG in civil engineering is IIT Roorkee. Of course, if you want to do it from abroad, then it's a different story. I feel there is nothing much to choose from since admissions depend on so many factors that if you depend on only one Institute, you may be left behind.

If you have not taken science in class 12th then there is no way you can do Diploma in civil engineering.

Helllo,
Civil engineering is a very good field there is lots os scope in this field. You can do the job related to Supervision, Civil engineer construction and various other fields. Its better to pursue this course from IITs. So, you can try for JEE exams you can check the JEE Advanced 2018 eligibility from here -https://scoop.eduncle.com/jee-advanced-eligibility-criteria
