You can check Bachelor's degree programmes to elevate your career now. You must look for relevant courses in civil engineering discipline only and as per your interest and career plans like urban planning, building science, water resources engineering, environmental engineering, etc. Management programmes can also be done.

There is normally a bar for entry into engineering colleges based on date of birth. You will have to check status & relevant rules concerning your state. But you are definitely not eligible for admission in IIT.
Else you can think of doing AMIE, which is equivalent to BE.
