If you want to get into any NIT then NIT-Mizoram or Nagaland are the best options for you. They have home state quota.

You are eligible to do Diploma in civil engineering based if you have completed class 10th (subject to meeting the age eligibility criteria, if any, set by Pune Government Polytechnic). You are overqualified to do Diploma and may get frustrated during Diploma studies. You must evaluate your decision multiple times before enrolling in Diploma in engineering.

Scholarships in the USA are merit based.You will be considered by a university for a scholarship at the time of application. If you are deserving they will award a scholarship. Some universities require an additional form. You can easily find this information on the university website.

Upto 5 is acceptable. I am afraid 20 is a huge number and 62% is not too great a score.Try in less competitive countries like Portugal, Ireland, etc.
