Going abroad after Diploma is a tough proposition. Even in India diploma is not considered equivalent to 12th universally. I feel you should obtain engineering degree by taking admission for engineering degree and then only think of going abroad for doing PG there.

It's very good to know your dream of becoming expert in forensic science. However eligibility is 10+2 with science which you must have since you have done engineering. It's a three year B.Sc course. There is no entrance exam and admission is based on marks of 12th.
