Hello Shrikanth,
It's good to have aim / dream in life. Once we have it then we can go all out to achieve it. For becoming a civil engineer, you will have to get admission in any engineering college. For this, you need to appear for and clear entrance test of your state or JEE Mains & /or Advanced.
That's it.

Dear Umesh,
To study Bachelors in US, you must take the SAT. If you have not yet started the SAT preparation please do so. You must also take the TOEFL which is an English language proficiency requirement. Since the application process takes almost a year, you should start researching on university websites, requirements, take your tests and submit your application on time. Remember, you will submit your applications during September or October of this year to start your classes from next year.

Hi Vasim,
Since you have set backs in 2 years, you really need to work very hard to get placed in any company because company generally don't prefer those who have a backlog of more than 1 year but in my opinion if possible, get yourself determined for preparation of GATE.
All the best.
