For admission in an IISC, Candidate have to qualify IIT JAM entrance exam. Admission is based on marks obtained in entrance exam as well as percentage obtained in graduation.

Yes, but by qualifying the BE entry exam of respective state or University of college. Then only you'll get admission for BE.
