The Indira Gandhi National Open University, (known as IGNOU) is a legitimate deemed university offering degrees that are recognized worldwide. You can use the degree to further your studies abroad as well.
Getting into a good foreign university primarily depends on your area of study, your scores in the current degree, scores in the entrance exams (E.g. GRE, TOEFL, etc.), supporting academic documents and work experience (if any).

Yes, definitely, you have a chance to get a call from IIMs, provided you do well in CAT. For a better idea, you can visit the website of IIM and can check out about the weightage each IIM gives to these components, as each IIM gives different weightage to your past academic record.
