Some universities do accept engineering as the eligibility for admission to M.Sc courses. If your intended institute is accepting it then you can go ahead. But I would advise you to go for executive MBA of one year in one of the IIMs.

You have a PG already so you may not be accepted for another Master's course in Canada. You have to make a better plan and also check out other country options.

Yes, absolutely. They accept three year's Bachelor's degree. All European countries do.
