Hi Rupesh, Yes you definitely can do Diploma in Electrical engineering as you scored great marks here. Also, you can do Diploma on the basis of your SSC score, but you can get an advantage due to HSC appearance. You could directly apply for second year, it certainly depends on college to college. If you are interested in computer science engineering then go for CUSAT otherwise you should settle will electrical at HBTI. Both colleges have almost similar reputation.

If the college has said that seats are remaining then keep contacting with college and if your KIITEE rank is less than the closing rank of that branch then you get the seat in that particular branch.
