Yes you can pursue your B.Tech but you must clear your IELTS first and also check for university admission requirements to see if you have enough academic grades. More than 60% is recommended.

VIT conducts multiple rounds of counselling. Based on data of previous years if you score about 60% then you are expected to get Admission. The more you score better will be your chances of admission.

You can do from anywhere but it will be good if you do from your own state university. Now, you can directly get admission in 2nd year after doing ITI. For that, you will have to appear in entrance exam conducted bye each state university.

Ph.D from a private institute is not so good. Pursuing Ph.D from a government recognised institute is a far better option.
