Hello Shlok Singh,
In IIT Roorkee, the closing rank for general category students has been closing at about 2000 for electrical engineering and at about 4000 for mechanical engineering branches respectively. Of course, it all depends on perceptions of students and can swing either way this year or any year. Best wishes to you.

Yes, you can join B.Tech electrical engineering after polytechnic/Diploma, but the admission will be through WBJEE.

My suggestion for you is to go for B.Tech, as you will be getting career start. B.Tech/Engineering in Eligibility Criteria is as follows:
* Candidate must have passed 10+2 or any equivalent examination from a recognised university. * The candidate must be from the Science stream. * Candidate must have scored a minimum aggregate score of 50%.
