As per the UGC guidelines, no college in India can offer engineering and medical courses through distance mode. Doing this is illegal. So, you ought to go for regular mode.

Which branch should I choose: ECE or CS?
It actually depends, how you like your future to be.
Choosing CSE will lead you towards software companies which will definitely provide you with a better pay package than a core ECE company will provide to an average student. To be precise, you may get a private job with a high salary structure. On the other hand, ECE, being a core branch, there is a good scope for government jobs too.
