You can join Government College of your state, or if you wish to join a private college, then the list is very long to decide. So, firstly try to get Government College through LEET exam, and if it is not possible, then go with private college.

Sorry, according to your question, you have completed your B.Tech and M.Tech from CSE, and then wants to join civil engineering (Lateral Entry). If this is your doubt, then answer is a big no. This is impossible, because lateral entry is only for student who completed their Polytechnic and wants to do B.Tech.

No, Punjab engineering College University of technology is located in Chandigarh. The university do not have any lateral entry seat. You can only join pec through JEE main (in first year).
However, you can take admission in SLIET, NIELIT-Aurangabad through lateral entry.

There are many private universities and institutions which provide scholarship for newbies as well as for lateral entries but just for an entry in the second year or for you 3rd semester. Also, you will not get any scholarships from any government or autonomous engineering institute of India. For private universities, I would prefer Lovely Professional University, Galgotias University, Chandigarh University, Sharda University, Maharishi Markandeshwar University or else find any private institute. You may refer to the best possible institution nearby you. For admission and scholarship, you must have a good CGPA and a good character back
