The answer to your question is it depends. It depends on the number of seats available in the government colleges and the number of candidates who applied for the same. Your rank is quite high, but it is not guaranteed that you will get admission to a government college. You can try applying for the colleges that have a lower cut-off, but there is no guarantee that you will get admission. You can also try applying for the private colleges, but the fees will be higher. Here are some of the government colleges in West Bengal that offer pharmacy and engineering courses:

There are 23 IIT, 25 IIIT, 31 NIT and many engineering colleges. Fees for IIT vary from 5 to 10 Lacs. For colleges like VIT it may be 7.80 Lacs. For colleges like Jamia it may be just few thousands.

The information about B.Tech in Computer Science admissions starting in July 2021 at University. However, I found some information that might be helpful. For example, SRM Institute of Science and Technology offers a B.Tech in Computer Science and Engineering programme that requires a minimum of 60% aggregate in PCM. Another option is Bachelor of Technology in Computer Science (B.Tech CS which is a 4-year undergraduate engineering degree that deals with the development and designing of computer software and computer technologies.
