You have not specified about the state you belong to, however all the Diploma engineering admissions are done after the 10th. In many states, admissions are based on the merit (marks obtained in 10th). Hence, you can take the admission.

Because you have not obtained the minimum qualifying marks so, the admission in M.Tech is not possible. It would be better to reappear in GATE exam with preparation or you can give private university's entrance exams like VITMEE, LPU NEST, SRMJEEE (PG) and CUSAT, etc. for M.Tech programmes.
