No chance in CSE in any NITS or IIITs. Your rank is too low in SC category. There is limited seats for SC in NIT and your rank is more above that. Even getting CSE with this rank is not at all possible.

For which course are you seeking admission?

No, you only have to fill the application form available at DTE Goa for the b.arch course. GCET is for engineering courses only.

In India, every one can get B.Tech. If Not from government College then Private universities are always available. So, with this much you can get B.Tech. But, you should consider your Marks before going to engineering. It will be water off energy and time doing Engineering. I think you should go for other Undergraduate Courses like B.Sc, BCom, or B.A. Otherwise, it's your choice.

With 74% in 12th it's quite difficult for you to get admission in ECE but there are chances that you might get. Just apply and wait for them to inform.
