If you want to study embedded systems particularly, I'll suggest you to look into Europe. Few suggestions are:
KTH Royal Institute of Technology, Sweden
TU Eindhoven, Netherlands
TU Berlin, Germany
All three have really good programs in this course.

You have to give a proof of around 8700 Euro (min)/ year in VISA interview. I gave you last year data.

USA - varies 30L to 40L
New Zealand - varies 20L to 22L
Germany - varies 13L to 15L

60% is low, but try taking the GRE it might help. A score of 310 and above is good enough. If you have knowledge of German language it will add weightage to your profile. You must also take the IELTS or TOEFL before applying. Since you are in the final year of BE, so try for a high quality final year project. Everything counts, since your grades are low you must work harder to get yourself noticed. Keep other country options open such as Australia.

Getting admission in TU9s is tough because of your UG score. You can apply for some applied Science universities as they are equally good. Your GRE and TOEFL scores are excellent, but you should also try for some TU9s too. Universities like TU-DORTMUND, TU-BERLIN or TU-HAMBURG may select you.

You chances are low, but it is worth try if you can get good recommendation letters.

The Technical University of Munich is the best university in Germany. They always maintain their quality, so it is next to impossible for you to get admission there. They need at least 2.3 out of 6 GPA which is over 75% marks in India and they also need GATE exam result if you want to apply for an engineering course.

In my opinion, MS in aeronautical engineering from USA universities will open the door of opportunities for you in high technology industry.

You can appear for IELTS exam and score minimum 6 band or more. Your UG percentage should be over 75%. If your percentage is low, then also appear for GRE exam and score high.

Your academic percentage is very low to get into Germany and Canada but you can still try to learn German language and apply in Germany.
