This will depend on your area of interest and job orientation. On the whole US is No.1, however if you are referring to mechanical or automobiles, Germany is the place to go to.

Tuition fee in Germany is very less. German Universities allows 20 hours of work per week to MS students. You will be able to subsidise your leaving expenses by working. Budget of Rs 10 lakh for 2 years is sufficient to do MS provided you are ready to work while studying. This is based on my personal experience of sponsoring my son's MS in Germany.

Hello, I don't think you need to shift, you can start all over again. German universities require 13 years of formal education so you have met the criteria. You can start researching, check DAAD website, learn German language , maximum UG programs are taught in German language, prepare for IELTS, visit university websites rigorously and take help of a counselor if required.
