With 59.82%, chances of getting admission are very poor. You can try applying as there is nothing much you can do. Take the IELTS and if possible learn German language.
You need to have more than 90% in get admission into German universities. Hence, look for other countries like Australia which are not as competitive as Germany.

It will depend on your grades and profile. If you pursue your education through distance, please contact the university firstly and get your degree evaluated if required. You may check the DAAD website and contact them for further assistance. Also make sure why you need another Masters.

Your GRE and IELTS score is excellent as per Germany standard, but CGPA is bit lower. But, you can try, may be you can get admission in applied science universities.

There is no guarantee of job in any part of the world that you will get a job after MS. If you perform well in studies and also gain automobile industry experience while studying for MS in Germany, then you stand very high chances of getting a job in German Automobile Industry.

I am not quite sure, but I think most graduate programs in Germany are offered in English. And, if the medium is English, you need not require test for German.

In the US, the average salary package is around 35 Lakh rupees to 40 lakh rupees. The scope is very vast.
In Canada, the average salary is around 20-30 lakhs. The scope is very high.
In Germany, the average package is around 12-16 lakh rupees. Germany has good scope.
The United Kingdom is good too, but it's visa rules are very rigid.

TUB is one of the best university of Germany and World, so your UG marks should be at least over 75% with that you need to score minimum 6 band in IELTS or minimum 79 in TOEFL. Try to score high, it will help you to get admission there.
